Unfortunately, Safari navigation is different. You have to interact with the 
text you want to review, which is made frustrating if, say there is a link in 
the middle of a long article. Once you interact, you can move by character with 
vo-shift-left/right, or word with vo-left/right. You can also enable quicknav 
and use the rotor to read by line or other chunks of text.
