Ah, I see. Those are talking about dragging with a mouse while holding down a modifier key (option, control, whatever). There is no actual drag key, dragging here refers to the mouse. Specifically, you click down the mouse button, drag, and let up when you are where you want your item to be dropped. As you do this, you optionally hold down a modifier.
