I don't think there's a way for VoiceOver to have access to that information. 
I've been badgering Apple about this for several years now, but no one seems to 
be interested.

I have quite a lot of training materials in English, all arranged for the 
5-unit iWork course that Bryan Jones reviewed on Applevis.
