Hi, Jed,

Once you unlock, a password dialog will immediately come up. Put in your 
password for your user account on the computer and hit enter. When you're done 
looking at the settings and making changes, find the lock again. This time it 
will say "click the lock to prevent further changes. Then close the dialog.

If the "use Voiceover" checkbox is already checked, then I admit I'm stumped. 
Try unchecking and checking it again, then restart the computer once you close 
the preferences and see if it takes.
