I don't think this is a Mavericks/vo problem per se or at least all by itself; 
there would apparently seem to be some other variable along with Mavericks and 
vo that is triggering this since there are many people who are not experiencing 
the problem along with those who are. I upgraded to Mavericks on both my iMac 
and Macbook Air; I have chosen to go back to Mountain Lion on the iMac and may 
do so on the Macbook Air but neither computer had the choppy voiceover problem. 
If Mavericks is indeed one component in why this is happening, maybe you should 
back up needed files and reinstall Mountain Lion. I used superduper to back up 
both my Mavericks and Mountain Lion installation and repaired permissions on 
both (had to switch to the Mountain Lion external to do its permissions). Then 
from the Mountain Lion external drive I ran superduper to put Mountain Lion 
back on the hard drive. I then went through the Mavericks drive and copied 
needed files over that were not on the Mountain Lion drive. Finally, I erased 
the Mavericks backup and started Time Machine on it. Sounds complicated but 
really wasn't bad. Of course if you no longer have a Mountain Lion installation 
or Time Machine backup you will have to reinstall Mountain Lion. It seems to 
me, though, that if Mavericks is really a component of the problem and you 
don't want to waste time again if a reinstallation produces the same 
choppiness, going back to Mountain Lion would be a quicker solution if your 
work productivity depends on having things work asap. Just my thoughts; I know 
different people have different approaches with this. I think if your Mac is 
new and came with Mavericks you can't put Mountain Lion on but I could be wrong 
about that.
