That all depends - if you want the BOF to be on the schedule and have a room you can use, then yes. If you want to gather key people during the conference and pull a few chairs together, then no. I'd just like to point out that the content committee have done our best to accommodate things like this, but demand is high, and space is at a premium now, and we are about to close out the schedule.
