Hi, the short-version: It's a lookup tool for license plates. It's interesting to know from which regions of a country the other peoples come. Or you can play a game with other people to guess right from which region the car comes ;)
kfzcheck has different files for many countrys (in which it is possible to get the region from out of the license plate).
