Why not? Mailman does it. There are many settings in Mailman which provide the option to silently _discard_ emails such as postings from non-members of a list. But I'm being perverse ;-) I've read the RFCs and understand what you're saying here. Basically, in the system I'm using, the _only_ mail that gets dropped altogether is list requests which are assigned a SA level over 5.
