Thanks for that Jayson,
Your link led me to https://sendersupport.olc.protection.outlook.com/snds/index , and I clicked on Contact Sender
Support, which took me to:
https://olcsupport.office.com , where I filled the form out. It asked for Outgoing IP(s) or Range(s), which I did not
know what to put. I didn't know what it was asking for.. seemed like "Who do you send mail to", which is not something I
understand.. I looked at some email headers and put the To: IP address of our nameserver, and included a couple others..
It gave an error and said to put correct IP address. So I erased those and just put one of google's addresses from an
email header. It allowed the form to submit then. But we'll see.

Hi,
You need to submit a Sender Support ticket at the following website:
https://postmaster.live.com/snds/
As part of that ticket you'll need the error message from your outgoing SMTP server, which is the "Unfortunately,
messages from myi.pad.dr.ess weren't sent…" bit. If it works like it always has for me, I'm pretty sure the entire
process is automated. In a few hours, look for a response, hopefully indicating that your IP has been conditionally
mitigated.
Hope this helps,
Jayson

I run a subscriber only email list with maybe 1400 subscribers (facebook has drastically diminished the number of
subscribers and use). Things were going along swimmingly until recently microsoft started blocking our list to their
email users. At first I was getting bounces with this message:
"...has been temporarily rate limited due to IP reputation"
Then, today I am getting this:
"SMTP error from remote mail server after pipelined MAIL
FROM:<[email protected]>"
