I added my freemail account as an admin, then send a "foobar" mail to the fap-bounces ID; I successfully received the "uncaught bounce notification" at the freemail address, and it seemed to have happy DKIM headers in it, so it looks like the config change to mm_cfg.py made things happier. I'll check again on 4/1 to make sure the acid test passes.
