Perhaps they are suggesting that the process itself needs improvement, rather than the immediate problem being solved up until the next one.
my personal experience has been somewhat of a toss: At times I have been able to escalate a noticeable problem to qualified engineers (which happen to be familiar names on this list, so I didn't need the list) and at other times (e.g. trying to report a broken DMARC forwarding setup between two different machines at MS, btw still an open issue) I just couldn't get past first level tech support...
