No - not a chance. :)
The last one is probably the bigger issue, trust me on this.
To answer your question, you probably already have the answer; all
requests need to go thru the front door located here:
http://mail.live.com/mail/troubleshooting.aspx
They will be automatically triaged, and if necessary reviewed by a
human, and possibly subject to escalation.
