Gilles,

I think you will get much background document from
https://blogs.msdn.microsoft.com/tzink/2014/12/03/using-dmarc-in-office-365/

What Microsoft does differently with DMARC, is that instead of rejecting
the email it should reject, it accepts them and deliver them to the junk
folder in the highest form of protection.

Now, mailing lists break DMARC (or DMARC break mailing lists, but let's not
get into philosophy). There are a few options for you that are described
in: https://tools.ietf.org/html/draft-ietf-dmarc-interoperability-18

Basically what works today you can do:
-Do not break the DKIM of the poster
-Change the From: header to put the email of the list instead of the poster
-reject email from someone posting from a DMARC protected domain

There are a few things that may work tomorrow, like ARC.

As your volume is low, MS may not be able to detect it is a mailing list
and decide to overwrite the DMARC policy.
