The lack of historical RBL listings is nowhere close a definitive
indication that the IP space wasn't used for abusive purposes at some
point. BGP hijacking, malicious site hosting, hijacked POS endpoints etc.
all get clocked in databases, some of which have long memories and are not 
publicly available. It's often not immediately obvious that such a range
has a poor reputation somewhere so you end up wasting time etc.

A new direct allocation has zero reputation, good or bad.

If you are lucky enough to have the option, my preference would be to go
for a new allocation since it removes some variables.
