I'm willing to bet that almost all large cheaper providers have issues, at least from what I've seen myself. This nice tool was just on the FrontPage of Hacker News: https://github.com/freeCodeCamp/mail-for-good/tree/heroku/stable, so I'm expecting a new wave of spam from AWS probably shortly.
