eu.org is there for years. When it started, it was probably the one and only place where you could register a free domain. Spamassassin folks surely know about it and what it is. Hint: it is *not* what you would think. The domains are "free" in terms of money, but you pay for them with your effort in setting them up and your time in waiting until the domain gets registered.
