It looks like the PSL won't be used in the "standard" version of DMARC. Verifiers would just lookup DMARC records at the From: domain or parents thereof. (There's a new tag to flag the rare exceptions.) DMARC record existence, that way, could the role of SOA+PSL as far as belonging to the same organization is the meaning that Y! look for.
