They say "Hetzner’s default reverse DNS masks organizations' unique identities to the Public Mirrors, so the team can’t attribute usage to individual entities." So I guess they look at the Reverse DNS records and try to figure out from those who the IP addresses belong to, and then adding related queries together for their usage statistics.
