I'm not even sure if I qualify, since I represent a (small) commercial

I also wondered if I would qualify or not.
I simply filled out the form, added a brief comment about my question and let
the process decide if I qualified or not.
I think I got one or two clarifying questions and I answered them.
I was pleasantly surprised that I qualified for the free DQS for my personal
system.
So, ask, but be honest. You might like the results.
What puzzles me is their requirement that "Data Query Service query volume must
not exceed volumes reasonably expected in circumstances of non-commercial use."
I cannot control how many tentative senders connect to my server, and DNS
queries are fired quite soon during the SMTP chit-chat. So there can be any
amount of them.
And what happens if the amount is exceeded?
