Did you find a solution to this? I suspect that you are seeing an error from your mail host. Make sure your firewall and mail host settings are compatible. I have two new installations of Mantis 1.0.7 up and running. One is running on Centos and the other on Mac OS X Server. At the moment, both are doing fine. Both os installs are new too. There was an issue that raised the same error you report. Another error we were having was the SMTP port was blocked at the firewall and the DNS was out of date. For these reasons, emails sent by Mantis were lying in queue until qmail timed out.
