Yes. What I wanted to say is, a PNG image (or other bitmap) can never have a map scale. Once you print it out on paper or show it on a screen, it has one. The map scale of the same PNG image will be vastly different - by a factor of easily 4 or more - whether you print it on a laser printer, view in on a standard desktop screen, or view in on your iPhone 4.
