Well, for now I guess the only solution to this problem is NOT to install the Build 31.
Alternatively you could try installing it, and if this result in a problem, you'll need to uninstall MapInfo and reinstall upto but without Build 31. Tech-Support are convenced that the problem is caused by the video card and therefor isn't systematic.
