I have been looking for this sort of facility for about 4 years! Like you I
have had little joy with using line style editor. Previously I have been
advised to buffer the region inwards to stop lines overlapping but this then
obviously alters the area of the polygon which makes this useless to us. I
recently found a new .pen file under http://www.directionsmag.com/tools/
that offsets the line all around the polygon which works ok but doesn't
actually colour the line inwards from the boundary only offsets it which
then means that the lines you have spent ages digitising is not on the
boundary.
Any solutions that you find that could draw a line inwards from a boundary
to stop two polygons overlapping would be fantastic news for us as well!
