Usually, when creating a buffer, the user specifies what size/distance the
buffer should be.
With "To Value", the user specifies what they want in the buffer (what
they want the resultant buffer to contain), and Maptitude will determine
the size/distance to meet this value.
For instance, if you have located/geocoded a list of customers, you can
tell Maptitude to make a buffer that will contain 100 customers. Then you
can say, "100 customers live within 8.4 miles of our office."
