Since you asked . . . . how about overlap labels *by layer*. As I
understand it, overlapping labels can be enabled or disabled only for the
entire map. That means *every* layer will have either overlaps on or off.
I would like to be able to do this on a layer-by-layer basis. For
instance, given a map with cities, zipcodes and counties. I would have
'prevent overlaps' on for cities and zips, so those labels don't overlap
each other. I would set the county layer 'prevent overlaps' off. Then I
would choose a 'hollow' font at a large size so the county names would
print over any other labels on the map. The county names would be seen
only if someone 'looked' for them.
