The simple answer is no, Maptitude does not rotate maps. The more complex 
answer is sort of: using GISDK you can set a scope (the definition of what 
area the map window covers) with a rotation angle, but the selection, zoom, 
and other tools don't recognize the rotation, so the documentation for 
Scope() notes that "Angle should always be set to zero." There is not a lot 
of call for rotated maps, but you have indicated one good reason for 
supporting it.
