Maptitude - http://research.umbc.edu/~roswell/maptitude.html

I had to do this several years ago. I exported the streets file in dxf
format, read it into Autocad, and then rotated it.

Since then, I have learned about Maptitude's Advanced Coordinate
Conversion capabilities.

The one (of three) you need is N-point Transformation. Page 414 states,
"With the N-Point Transformation method, not only can you shift and scale
coordinates, you can rotate then as well."

However, these transformations cannot be done in place on Maptitude files.
You can only use this when importing to, or exporting from, Maptitude.

So, if Maptitude lets you 'rotate' only when importing/exporting, we'll
have to import and rotate.

1. Export the layer of interest using Mapinfo mif format.

2. Import the mif file, and do the N-point transform.

All you will have to do then is supply the numbers - can't help you with
that - trial-and-error.
