Anyone is free to distribute binaries (since all? of them are GPL'd), we
just choose not to. OTOH, the input and output files are licensed and not
redistributable. You need to them run any of the benchmarks; otherwise,
they'll all fail.

Regardless, all you need to do is copy the SPEC suite into a MARSS image
and run it. There is nothing else required to make SPEC work on MARSS. For
instructions on copying files into an image, please refer to our website:
