as far as I remember it depends on how you compiled your apache
so in most instances it is probably not necessary. However it was necessary
in my case as my apache would not start correctly otherwise :) So
it if it works ok for you without it you can skip it. We put it in the docs
to play 'better safe than sorry' :)
