I've heard exactly the same logic applied to Central America in the 1980s, as if the FSLN, the FMLN (in El Salvador) and the guerrillas in Guatemala could have united against imperialist invasion. Even if they had, it wouldn't have mattered much. Reagan was committed to destroying the revolution in the region and had immense resources at his disposal.
There are no easy answers. To some extent, this is a function of the collapse of the USSR that a section of the left embraced without seeing the full dialectic. Counter-revolutionary tendencies in Nicaragua were encouraged by "glasnost", with Gorbachev trading the FSLN like a chess piece. A revolutionary Nicaragua would have been a powerful support for guerrillas in El Salvador and Guatemala. When Ortega was voted out, Central America fell like a house of cards.
At the risk of sounding like a pessimist, I don't see much hope in the "periphery". For good reasons, Marx and Engels looked to the industrialized countries to be the vanguard of world revolution. Conditions are maturing in the USA and Europe for a revived class struggle that opens up that possibility. One of the reasons the ruling class in the USA has either given implicit or explicit support for Trump's nativism is that it is seen as a firewall against Latino immigration into the USA. By 2150, whites will be a minority in the USA unless this trend is reversed. In 2001, Juan Gonzalez came out with a book titled "Harvest of Empire: A History of Latinos in America" that spelled this out.
