1945 left a coterie of nation-states ready, willing, and able to follow wherever U.S. imperialism would lead. The institutional checks and balances on the exclusive prerogative of presidents to drop us into war have become almost entirely vestigial at this point. And the inability of the American people (for various reasons) to stop the masters of their war machine once it's in motion. That leaves the reluctance of allied governments to rubber stamp whatever insane delusions strikes the presidential fantasy. A government such as that of the UK has always been willing to dutifully move lock-step behind whatever dance the White House is playing.
NATO embodied the hegemony of "good will" (ie., the recognition of raw naked power) the U.S. had coming out of WWII. I think the U.S. has wrung all the blood it could out of that stone. NATO never really shackled the U.S. Perhaps its member nations might temper its worst impulses without sharing the same lodge membership. At least, we can hope so.
