I had not heard of this tense before - I would have described it as purely 
'passive' - and try to follow George Orwell's writing advice to avoid it (yes 
indeed that right winger George Orwell wrote very well about how to write well).

But the formulation here does ring perfectly truly:
"Wolf uses the distinctive elite construction that the journalist William 
Schneider named the “past exonerative.” It’s that unmistakable mix of passive 
voice and past tense that people with power use to say things like “mistakes 
were made” or that extrajudicial drone murders “have been authorized.”
