I don't think so, and I think the DSA GND position was ratified at last year's 
convention, but I'm not sure. I have discovered that there are a large number 
of Green New Deal schemes, which are very unlike one another. What I tend to 
mean by "GND" is a form of Green Keynesianism like the legislation put forward 
in the US Congress by AOC and a Democratic-Party senator. That included a 
grid-replacement plan to create "millions of family-wage jobs."

The socialist approach to creating jobs should be to reduce the workweek. 
Instead, most GNDs play by capitalism's rules and would create jobs by spurring 
GDP growth and growing capitalist economic surplus, which serves to accumulate 
wealth, douse social tensions, continue to disrupt planetary systems, kill more 
people each year, and drive other species of animals into extinction. 

And it won't work: There are trillions of dollars of oil and gas wealth in the 
ground and to-be-developed that get factored into the stock price of 
fossil-fuel companies. These firms have paid for exploration and already bought 
off the politicians to get the needed mineral rights to their finds. 
Development of those in-ground leases is going to accelerate greenhouse-gas 
emissions and blow past the deadly 1.5 or 2.0 degrees thresholds, viz. Ståle 
Holgersen.  If those assets instead stay in the ground, then they are stranded; 
that stranding will cause capital to evaporate and likely trigger a large 
economic crisis. So we can replace the grid, go solar, wind or nuclear, and 
import $6k ecars from China, but the fossil-fuel industry is going to extract 
those trillions out of the ground regardless of legislation and policy, which 
trillions of dollars can certainly change.
