The “Commission of inquiry into the charges made against Leon Trotsky in the Moscow Trials” had no investigators. It consisted of Dewey, several other commission members and a legal counsel. The American Committee for the Defense of Leon Trotsky originated the commission with a proposal to John Dewey. Three of the commissioners – Stolberg, Ruehle, and La Follette – were already on record that Trotsky was innocent. Four commissioners heard from Trotsky, his secretary Jan Frankel, and his lawyer Albert Goldman in Mexico City. Four commissioners heard from an associate of Trotsky and several pro-Trotsky political figures at a two-day hearing in New York. Trotsky and his lawyer submitted documents, mostly things that had already been published. This was in no sense an investigation, outside or otherwise. Indeed, when the commission wrote its report, it never used the word “investigation.” One commissioner, journalist Carleton Beals, did begin to ask probing questions – for which the other commissioners immediately rebuked him. He resigned in disgust.
