It dissolves the content of planning if you describe any capitalist economy as 
having it. The essence of the plan is overall allocation of investment. 
Capitalist countries have at best industrial policies, which help but do not 
displace investments decided by different capitals in search of profit.

China changed from socialist planning to "guidance," a melange of tax, fiscal, 
regulatory, and monetary tools. Just as the CPC keeps "Communist" in its name, 
it keeps the label "Nth five-year plan" for its capitalist industrial policies.
