Choice (a) is to encourage soldiers to follow their conscience to refuse orders, desert, or apply for immediate discharge. Choice (b) is to encourage soldiers to use their rights as US citizen-soldiers to study, discuss, participate in civilian protests out of military uniform, and organize themselves to petition Congress, among other actions.
