Well.. it could be a subnet mask issue but I kinda doubt it.  What
I think is the real problem is that your MTU is 576 and not 1500.
Why is this a problem on one IP address and not the other?  Good
question but I bet you that the difference between those two IP
addresses is actually different terminal servers at your ISP.

Just change the MTU on your PPP interface to 1500 and see if that
helps.
