First off, I'm very frustrated by this problem, but I really appreciate
the help.  It's nice having people to turn to.

I've tried every way I can to change the MTU to 1500.  All the defaults
are set that way, and it still always connects at 576.  However, when I do
a 'ifconfig ppp0 mtu 1500' it changes it, but then nothing works, not even
Netscape on the dialup machine.

I've called my ISP, and they have some new PortMaster 4's they use for
dialup, and the asst sysadmin wasn't sure what the settings were, though
it appears that they limit to MTU 576.

So, it looks like this is the problem, but I don't know if it can be
solved, unless my ISP decides to up the MTU to 1500.
