What are you using to make the modem connection?  Is it Diald, or 
PPP's demand mode?  More pertinent, do you have a dynamic or 
static IP address with your ISP?  If it's dynamic, you need to set a 
value within proc, by this command:
   echo 1 > /proc/sys/net/ipv4/ip_dynaddr 
so that the first session, the one causing the connection, won't 
have its address changed in midstream.
