That's not entirely accurate. First off, he stated that his *internal* network is DHCP, so for all we know he may have static IP on his internet connection. In that case, all that needs to be done to ensure uninterrupted web service is to make sure the Colour Classic always has the same IP address. Either by making sure the DHCP lease is sufficiently long to bridge any outages, or by setting the CC to DHCP with static addressing (or both). In the case that the external IP address is indeed dynamic (most likely), the options are to either make sure the connection is never dropped, or to subscribe to a dynamip DNS service, like for instance <http://www.dyndns.org/>. There are others. I have never tried any (8 Mbit line with static IP here :-))).
