Is this file compressed (bin hex or whatever it is called in the world of Macs) or is it a simple image?

See the bit at the end "image.bin" its a mac binary encoded image file.

I have installed all the tools needed to fomat floppies as hfs and I have also tried a simple dd if=file.bin of=dev/fd0 but while the copy is made the disk cannot be mounted either locally or by the Mac.

Use stuffit for the pc to unpack it then write the raw image to the floppy. This link explains it better, ignore that its aimed at vintage macs, the basic rules are the same. http://macfaq.org/software/macos.shtml#Q1.1.6
