This is true;  both SRC and DAC/ADC methods accomplish the same end.  The
big difference is that the SRC uses numerical methods, which when done properly,
introduces much less noise and distortion than the DAC/ADC method.  It is much
harder to eliminate noise and non-monotonicity in DAC/ADC than it is to get
sufficient DSP speed for good SRC algorithms.
