I disagree. The platform (and its integration) is related to hardware. So, targeting device vendors, and enabling hobbyist integrators (who are not end users) is the right thing to do. The development of any applications or libraries is not an integration issue as such - the target audience for applications will be device users, and the target community will be application developers/coders. Debian as a community targets Debian packagers and maintainers, who are also Debian users, but they're hardly your typical users.
