You have to assume that usb storage will be FAT format at some point because 
that is how most, if not all, usb storage devices are formatted by default.

but you can have a real vfat... or you can do magic.

you can even do an iso9660 thing from a read only btrfs snapshot on the fly (as silly as it sounds it's actually an attractive option)
