Hi Members,

The booking fee question circulated this morning brought to mind a battle we
appear to be losing here in Daly City.  

In September 1999 we applied for and later received reimbursement for our
actual 1997/98 booking fees.  However in mid January 2000 we became aware of
an additional small piece of booking fees ($25,000) that related to a first
time DUI offender program here in San Mateo County that is also eligible for
reimbursement.  We immediately wrote to the State Controller explaining our
error and requested reimbursement for the additional fees.  They denied our
request and  stating that they have no legislative authority to reimburse
for any fees requested after November 1, 1999.  I wrote appealing the denial
arguing that we did file in September 1999 and upon discovering our clerical
error of not adding in the additional fees we would like to amend our
filing.  They denied my appeal and I'm presently contemplating our next
move.

Are there any cities that requested and received booking fee reimbursement
for requests made after November 1, 1999?  (Amended or otherwise)

This really sticks in my craw as we not only lose out on this money in the
current year, but in all future years as well, as it is not in our baseline
figure...meanwhile they brag about surpluses up in Sacramento!

Any advice on my next possible steps is welcome too.  Thanks in advance for
your help.
