Your on the right track with your handling problem. By lowering the cross
member and hence the inner pivot points of the control arms you have induced
"bump steer". Lowered 1600's have bump steer induced by control arms
running horizontal or uphill to their outer pivot points, without adding to
the problem by further lowering the inner pivot points.
You need to raise those inner pivot points either by lifting the cross
member, or relocating the bolts higher in it. I would do as you suggested
and try to lower the engine on the cross member and lift the cross member
back to its original hight. The gain in steering control will make it well
worth it.
