Well you mentioned stopped & low speeds. Mine makes a ratteling sound and the
whole column vibrates when I run low on power steering fluid. I suppose if the
cover is loose or it's near something it could rattle against it making that
noise.
Worth checking out. It's right on top and easy to get to.

This is a metalic sound. If you jiggle your car keys from the key ring you'll
get the same sort of sound as I am hearing.
