On my 72 the canister has a small indentation that shows how high it needs to
be. When the fluid goes low it starts to suck in air causing the oil to froth
up.
1/2 from th top "should" be ok unless you have air in the pipes.
Is that 1/2 from the top in idle?

Fluid level is about 1/2" from the top of the reservoir. Not sure how full it
is supposed to be.

Well you mentioned stopped & low speeds. Mine makes a ratteling sound and the
whole column vibrates when I run low on power steering fluid. I suppose if the
cover is loose or it's near something it could rattle against it making that
noise.
Worth checking out. It's right on top and easy to get to.
