I am no Obama fan but I wouldn't be surprised if that were true 20
years ago---that is, if we didn't have computerized engine management
and cars still needed tune-ups.  Your typical '70s or '80s carbureted,
minimally electronic engine could easily lose 25% of its mpg if not
properly maintained.  And tires still do make a difference, of course,
though not nearly as much.
