It's not supposed to be something for nothing, it's reputed
to improve the efficiency of combustion.  (More catalyst than
fuel, in other words, though of course it isn't a catalyst as
it certainly doesn't remain unchanged through the process.)
Dunno if it does or not, of course.

I know of quite a few ways to encumber the efficiency of
combustion, it's not outside the realm of possibility that
one might be able to eke out a bit on the positive side of
the equation.
